Anyone who wants to operate a senior care center in California must get a Residential Care Facility for the Elderly license. An RCFE is a facility that provides care and supervised activities for seniors, such as an assisted living facility or retirement home. Facilities need an RCFE license from the California Department of Social Services to operate.

What Do I Need To Do? To license your organization, you need to attend three orientations. The first focuses on laws and regulations, compliance, and the application process. The second orientation is an in-person interview to ensure the administrator understands the rules and can provide the appropriate care. The last session centers on dealing with common issues and avoiding the dangers prevalent in senior care facilities. You can submit your RCFE license application after completing the three orientations. As part of the application, you need to provide information for your local fire authority so the state can order a fire clearance. Senior care facilities are the once category exempt from overconcentration requirements. Other care facilities must be over 300 feet away from each other. Once the state receives an approved fire clearance, the Adult and Senior Care program will schedule an inspection to tour the building to see if it meets the requirements. You’ll need to have all rooms furnished and a seven-day supply of nonperishable food for the visit. If the inspector finds any issues, you’ll have to schedule a second visit to verify you’ve fixed all the problems. Your RCFE facility must have a certified administrator on staff. You can start your organization’s application without one, but you can’t receive an RCFE license without written proof you are (or have hired) a certified RCFE administrator.
